Russia infrastructure funding is heavily reliant on the state funding with 60-70% drawn from the state budget. This is because most of the projects are public centric with restricted revenue generating base. Resulting, Russia is currently exploring PPP options for most of its projects while also offering incentives like lower interest rates on loans to attract more of private companies. Starting this, many of the international construction companies and suppliers are bidding for key megaprojects.
